Aggregate means national-level or more detailed and on an annual basis or better. Standard examples of relevant pollutants would be: carbon monoxides, nitrogen oxides, particulate matter etc.

PRTR emissions data for Spain. PRTRs are a type of emission inventories, typically containing data on waste and emissions to the environment from individual industrial facilities. This data are being collected as result of the application of European Union (2006).
