Brief Description: Russia has special official web portal for government procurement (spending) information http://zakupki.gov.ru. This portal provides technical opportunity for use and reuse procurement data in machine-readable formats. But there is some lack of legal support. According to Russian legislation, spending data (state procurement information) is available to the public (Article 16 of the Federal Law № 94-FZ of 21.07.2005, Order of the Federal Ministry of Economic Development and the Treasury from December 11, 2010 number 646/21n). Also according to the Russian FOI law procurement data in the type of special information category - information about government bodies activity. This information is as a general rule public by default. Form the other hand, there is a lack of direct reference to the licensing regime and copyright sing on the http://zakupki.gov.ru.
